The original responder already answered this, but I'll help you out as you sound frustrated.
"You can access that area when you hit act 3..." should say it all. That aside, you're doing yourself a disservice by not taking sides, as it leads to Reputation, which is important in this game. You can always try a different faction, as you put it, in another playthrough.
Defiance Bay has 3 factions AFAIK: the Crucible Knights; The Dozens; and House Doemenel. At least in terms of getting REP w/ them, quests, rewards, etc.
Also, don't take the "natives" v. "outsiders/invaders" analogy too far. All sides and factions have blood on their hands, as you'll learn by paying attention to the lore, history, and side quests. One of the many things I love about this game: it's not a classic black & white setting. Hope you enjoy it.

Factions are important in Act 2 as they offer additional quests, items, experience, lore and reputation. But if you absolutely hate faction politics you can say no to all the 3 main factions in Defiance Bay and still progress further in the main story.
