That area IS Valewood.
He's on the right side of the map, above the ruins.
Good advice. Maps are filled with story / encounters / secrets. Clear them. Search every corner. You'll be surprised.
It's not a big deal but just one of those small, inconsequential, nagging questions. Or maybe a glitch.
(Getting close to the bandits will trigger some dialog interaction that clears this up)
I guess if you AoE nuke the camp from a distance it would be possible to kill him by mistake.
You remember correctly but he (Tenfrith) isn't the owner of the dog or the inn. But Are you supposed to speak to Pasca the new owner when you have the dog with you and then go back to Valewood? Has anyone solved this mystery?
You will not find the previous owner of the inn in the game.
The story about the owner is supposedly an allusion to the fact that the kickstarter backer who paid for the chance to participate in designing the location never replied to Obsidian's emails and kind of "dissappeared".
Also google the cover art for Black Isle's abandoned sequel to Baldur's Gate called "The Black Hound" and take a close look at the stained glass window inside the inn.
