Fragments of a Scattered Faith
So I've done all the quests I can do in Defiance Bay but this one seems stuck. The records keeper refuses to help me. He keeps saying i need more reputation in Defiance Bay. If there are no more quests than i cannot get more reputation in the city. I've progressed the main quest right up to Cliaban Rilag (where I've read the next section of the quests is supposed to be, but there are no bandits there, so the records keeper is an unskippable part. Am i missing some trigger for this?

You have more than enough quests in Defiance Bay to get enough reputation to do that quest.
You need to be Hero, maybe even less.

just go with the main quest. the archive keeper will let u look at the records after u reach twin-something in act 3. (playing another language ver.)

Dunno about that but I got access to the records way before I even finished all the Defiance Bay quests.

Doing the main quest in Heritage Hill will give you enough by itself I think

just as Nyaru mentioned there`s plenty a quest to get way beyond the standing you need before act 3, furthermore some quests in other villages/areas increase ur standing aswell.

I think the problem is that i took a reputiation hit doing the Theorems of Pandrgam quest. I turned the whole library hostile and didn't bother going back. That took my reputation from being very good to Oddity (Somewhat Mixed)

You were supposed to finish the quest in the library to get access to the archives. Or just tell the library curator about the theorems to finish the quest immediatly.

But killing some NPCs doesn't lower your reputation a lot.

The reason i never just reloaded was because they didn't become hostile until after i handed the book over to the quest giver. I did 3 or 4 other quests before i went back to the library to find them all ready to kill me.
This was literally the only negative thing I did in the city. I have a champion rating for every other town.

Having the same problem myself. Completed all the quests in the area and still can't get access to this

Dyrford Village... the Grieving Mother is a cipher .... she can help if she is in your party. I don't see why you wouldnt have her in your party.. she kicks ass
