This is most likely a bug and should be reported.
This is the whole point of a weapon set. Otherwise, you know, sets would be totally useless. Don't you think?
I think you are mistaken since changing between sets is vital. Eg. in set 1 you could have your ranged weapon, switching to your melee weapons in set 2 when the enemies close in and set 3 as reserve for additional/different damage types should your main set be ineffective.
Using 2 guns and evading the long reload this way never occured to me - thanks, gonna give it a try...
tried it.. you end up having to reload them changing or not.
Then try again because it works. There is a short switch-time for weapons sets but it still alot faster than reloading.
