How to transfer save files from Mac to Windows and vice versa?
I already have steam cloud sync enabled but I do not see my Mac saves on my Windows machine.

Don't think you can? I wanna say there's technical reasons why you can't but I could be thinking of something else.

The 2 file systems are not compatible. Mac is HFS I believe. WIndows is NTFS or FAT32. WIndows cannot read Mac files and visa versa.

I remember being able to do it for some. Not sure which though... Wasteland 2 i think?

exFAT works for both, but I dunno how that translates to game saves and the like.

The easiest ways is to copy the files via a USB flash drive (FAT-formatted). You can find the files in:
Windows -- %USERPROFILE%\Saved Games\Pillars of Eternity\
Mac OS X -- ~/Library/Application Support/Pillars of Eternity/Saved Games/
Linux -- ~/.local/share/PillarsOfEternity/SavedGames/

Do never write something you have no idea about.
Mac OS by default provides Read/Write over FAT and Read over NTFS.
Windows comes with NTFS as default and read/write over FAT.

Thus as Dr.Katz has suggested, moving files over FAT-formatted media (pendrive, external drive etc) works flawlessly.
