AHEM, more seriously, though, yeah it's a restriction, and it depends on the difficulty. I don't actually have much of a problem with it, hell, I hardly notice it.

I can see why they did it the way they have but i'm not a huge fan.
Sort of makes up for having no inventory limit (which I also like).
Except you can - there are plenty of places to rest for free and no penalty for travelling.
dont know for other difficulties, but on hard you can only carry 2 camping supplies with you
Neither does a campfire rest - So that's irrelevant.
And we all know how scarce firewood is...
It's okay for adding some difficulty where you have to decide to fight on or rest, but it's kind of stupid when it actually works out to lengthening the game when you constantly run back and forth to an Inn.
