Say it needs 2 lockpicks and mechanic skill, 1 lockpick and 2 mechanic skill or 3 mechanic skill, it will use only the amount of lockpicks you need for your skill, so if it needs 1/1 or 0/2 if you have 0 skill you can not open it, if you have 1 skill it will auto use 1 lcokpick from the character inventory of the character opening it (so make sure to keep your picks on the character you use to lock pick) and if you have 2 skill it will open without using any picks.
PS. Oh, sorry, it needs 2 lockpick instead 1 mechanic skill. (2 mech or 1 mech + 2 lockpicks)
Eh easy mistake to make, but do definitly make sure that the picks are in the right persons inventory as well, it might not matter (have not tested) but seeing as each character has their own section of inventory it very probably might matter if say you have all your lock picks on say your main character but your using your Ranger you created from the inn to open locked chests. I can see that being a common mistake as well going "I have 5 lock picks in my inventory and only need 2 but it's not working" since everyones inventory shows up at the same time.
