I would say ranger would be best for gunslinger, considering they have ranged abilities you can mix with.
I dont think Cipher is a gunslinger class. Guns generally have accuracy penalty and cipher already have avarage accuracy. Also as Cipher it is better to start combat with your CC or pure dmg spell, rather than shooting and reloading. You may need your talents for spellcasting, not for pimping shooting. As cipher you may however use ranged just to minimalis effect of general squishnest, and have some freedom with positioning.
Of course Ranger is better gunslinger, since you will be autoattacking much more often, and can ignore INT, and invest talents in shooting. Also Rogues, are always good for dps, and their abilities work with ranged as well. Not to mention that taking as Rogue ruffanian weapon spec make sense for stiletos if we like bouning from 2wh to ranged.
Just spec to have an extra weapon slot and quicker switch between weapon sets, and fire them all off in quick succession.

Lol, that is a good idea, 4 arquebus shots with .5 second switches in between might be devastating.
