Maybe. He doesn't kill himself, but he spends the rest of his life miserable. On the other hand, while he does end his life his soul is then free from the torment of that life and is able to rejoin the Wheel, possibly ending up happier in the future.
He'll end up back in the cycle either way.
It certainly is possible that his soul would fail to separate from the body and he would indeed become a phantom, although that, as I understand it, tends to be more of a product of the mentally ill. A violent end such as suicide could certaily trigger it.
