How do you get the record keeper to pass the information? The dialogue option show requirement of [Might 16] which I met but having chosen that option , still he refuse ..why ?

Reputation for Difiance Bay must be at a minimum. What that is exactly I can't recall, however it is not very high.

Yeah, just run around Defiance Bay being a good boy-scout, and soon he'll like you enough to tell you what you need.

You need a level 2 minimum reputation in defiance bay. Best to not take anything if an NPC is in the room and after you do each quest in the city check your rep. You need moderately good to the info you need from the recors keeper.

Be careful to have Eder in your party the first time you go to Cliaban Rilag once you hit that point in the quest. If he isn't there when you pick up the quest object, the quest is permanently bugged and cannot be completed. Learned that the hard way and it still hasn't been fixed yet. This also bugs one of the bounty quests.
