"There are four categories of bonuses and they are considered separately: passive (always on abilities taken at character level up), weapons, active/modal (abilities used or activated from the action bar e.g. spells, paladin's auras, chanter's songs etc) and equipment (armour, rings, boots etc).
The general rule is that you get the highest bonus effect (or penalty) for a particualr category for a particular stat and any others are suppressed or replaced. But if two or more bonuses for a particular stat come from different categories they do stack.
So to apply this rule to your example:
Your chanter is using active/modal to chant and confer 20% reload and 20% attack speed bonus
The gun is using weapon category to confer 20% attack speed bonus
Gunner talent is a passive that confers 20% reload speed bonus
So your charcter gets 40% reload speed and 40% attack speed bonuses becasue the bonuses are coming from three differnt categories."
My reading is that in your case they do not stack since both sources come from the same category, Active/modal.
Another example - I'm casting Time Parasite ( lvl 7 cipher spell ), and at the same time I'm using Potion of Deleterious Alacrity of Motion. Both provide 50% as. But I don't see any visual difference.. suppressed?
With the weapon I have a feeling that all bonuses a weapon comes with and anything you can add to it do stack. I think this is because unique weapon bonuses are just that, unique, and cannot be lost or replaced, are always active. But I am not sure.
