If I'm to save the man, and since my character is a cipher, can I use the scrolls instead? And which element-based spell that can be used? Water or ice? And if I can't use scrolls, can I use a gear that add said spells instead?

Don't know about scrolls (although I doubt it), but you can definitely use gear (a unique shield that has the spell Winter Wind). Rime and Frost (chanter), Chill Fog (wizard) and Winter Wind (druid) all work, not sure how exhaustive the spell option are beyond that.

You can easily buff a companion that has one of those spells with items and food (and possibly scrolls for additional skill ranks) to be able rescue both people. There should be detailed breakdowns of the event pretty much anywhere (steam forums, reddit, wiki, obsidian forums, etc).
