How to bury scroll Parable of Wael?

On the Black Meadow map, there are two dragon skeletons, one just south of bandit camp, the other to east a bit. The one south of bandit camp has a head as a container, but I cannot move The Parable of Wael scroll from my chest to the skull container. How do I bury the scroll?
I'm assuming I have the correct dragon skeleton, there's just two I can find. One with a container head, the other one just has magnifying glass on mouse-over of the head and some text talking about field mice.

EDIT: ... there's a third dragon skeleton... Nevermind
