I don't think there's any solution untill Obsidian fixes the issue. If you go to your Steam PoE folder you probably will see a subfolder named "EmptySteamDepot". That's where Royal Bonus content should be.
After doing some searching a few people seemed to have this issue and they posted a workaround here https://steamcommunity.com/app/291650/discussions/0/618457398961245154/
"Try this. It appears to have worked for others.
To fix this problem:
First, slowly deselect each DLC on the DLC content list one by one. Should go from "installed" to "not installed" after a small 0kb update. Do this for every DLC that hasn't appeared in your Pillars of Eternity Folder.
Then, restart steam and re log in. Validate Pillars of Eternity.
Finally, begin to select the dlcs you want to download again, one by one. They should begin properly downloading now."
HOWEVER, this did not work for me, and so after a conversation with Steam Support, they suggested an extra step which then DID work for me.
1. Open the Settings Panel in the Steam Client by selecting "Steam>Settings" from the top left menu.
2. Select the Downloads tab and click "Clear Download Cache" at the bottom.
3. Click "Ok" to confirm, then log into Steam again.
I did the first set of steps (the deselecting then validate steps from the other forum post) and then I did the second set (clearing download cache) and then all of the content appeared.
To find the content on your computer, right click on the Pillars of Eternity game, click Properties, then click Local Files tab, then click Browse Local Files, it should take you to the content.
