Report a translation problem
An ordinary weapon can only have a single quality enchantment, and that one can only be upgraded, not downgraded. "Damaging 2" would be a downgrade of "Fine".
I assumed that I can ADD the predicate "damaging" or "accurate" to the quality, e.g. fine or exceptional etc. You are saying that I can only have one or the other? If that is so, then this one item seems to be bugged, that I can add it, and it explains why I cannot add the others.
It would be good, then, if the error message read "you already have a quality enchantment" instead of "you lack the necessary requirements". That seems more like a bug than anything else.
Damaging is part of the same chain as Fine and whatnot. Kind of confusing, and a bit of a trap option given limited resources and weapons to enchant, but it's there.
^ I didn't really use them, but if it's Fine, you could still go up to Accurate / Damaging 2, couldn't you? Accurate / Damaging 1 would be greyed out, but it's Exceptional that's next after 2?
Play again some time. You can replace Fine with either accurate 2 or damaging 2. At least, you can in my game. I don't doubt it was different in another version, though, but in the version I have, it can be done.

Yeah, actually, while you can replace Fine with Accurate 2 or Damaging 2, I don't think you can replace Damaging 2 or Accurate 2 with Fine, even though they have the same amount of enchantment points. You have to go to the next level up.
I agree that we really need to see screen shots of what OP is talking about, though.
The highlighting/coloring is clear about which type of enchantment can be applied.

Wait, am I misunderstanding something? In your first post it looks like you're saying that players can't go from Fine to Accurate/Damaging 2, and now it looks like you're saying the the opposite.
Sure, since your correction in post #6, I've contributed the testing as to confirm how it works actually. I have edited post #5 to avoid the confusion. Better?
