Edit: ... you can find a Fangs Mind Hunter in Old Song of Twin Elms located by the water and jetties on the Western side of the map who will de-cipher it for you.

That's a nice fallback - though, Cliaban Rilag needs to be visited long before the path to Twin Elms is opened, so why would anyone complete Eder's quest only much later? (rhetorical question)
Because some people prefer to create their own custom characters istead of using the presets.
Just return to the house where Lady Webb was or follow the steps elsewhere in the thread to find one.
Eder is one of the first companions you can meet. Many people add him to their party and get his quest but later on switch him for another companion.
His quest does not require metagaming. It is explicitly stated that you should visit the archives. And then the notes you get from the record keeper direct you specifically to the battlefield of Ciaban Rilag. So even if you don't have him in your party it's logical to temporarily add him and take these steps to uncover his personal story.
