Eder's Quest
Found the artifact and need to find a cipher somewhere inTwin Elms..but have no clue as to where to look.

Odd..quest log said to look in Twin Elms for a cipher...
That would be unusual. Are you sure it doesn't say "Dunryd Row" instead?

No. If done after the fall of Dunryd Row it directs you to find a cipher in Twin Elms.

No. If done after the fall of Dunryd Row it directs you to find a cipher in Twin Elms.

That must be the Mindhunters in Oldsong district then.

Edit: ... you can find a Fangs Mind Hunter in Old Song of Twin Elms located by the water and jetties on the Western side of the map who will de-cipher it for you.

That's a nice fallback - though, Cliaban Rilag needs to be visited long before the path to Twin Elms is opened, so why would anyone complete Eder's quest only much later? (rhetorical question)

Because some people prefer to create their own custom characters istead of using the presets.

Just return to the house where Lady Webb was or follow the steps elsewhere in the thread to find one.

There is a cipher somewhere in twin elms. I forget where, but thats just a suggestion as there are many ciphers in the game

Hmmm? No Eder, no personal quest to do for him.

Eder is one of the first companions you can meet. Many people add him to their party and get his quest but later on switch him for another companion.

His quest does not require metagaming. It is explicitly stated that you should visit the archives. And then the notes you get from the record keeper direct you specifically to the battlefield of Ciaban Rilag. So even if you don't have him in your party it's logical to temporarily add him and take these steps to uncover his personal story.
