Sequel has full voice acting though.
That statement is a bit misleading.
Yes, the main characters do have voiced lines throughout, but the game is very inconsistent when it comes to what is voiced and what isn't. While one sentence may be voiced, the proceeding line after clicking "continue" may not be. Sometimes only the first line is voiced, sometimes only the last. Sometimes the first and last are voiced, but with unvoiced lines in-between. There's no discernable, logical pattern to any of it.
I gave up and just read every line of text, instead of waiting for a voice that never comes. Typically, I like to read with the voice, but even that is a jarring experience in this game, since the text is written descriptively, as if it were a novel...

You've actually hit a bug. Without bugs, there are no instances of just the first or last line voice acted.
In the base game without bugs, if a paragraph is voice acted, the entire paragraph is. But you will get main dialogue voice acted, then ask a dude question that isn't voice acted (likely more dialogue options added later in development).
And the only voice acted lines are ones that do with main or major quests, as well as pretty much all the dialogue in the expansion areas.
