If that's not appealing to you. Barbarian, Fighter, Cipher, Rogue and Paladin are the classes that have damage boosts or other advantages that work with dual wield. The Cipher ability Reaping Knives, is the best dual wield buff in the game (they can't use it on themselves), so if you're playing a dual wielder have a Cipher in the party.
rimecutter + we toki rouge comes in as a close second in terms of DPS.
starcaller + unforgiven or starcaller + goadshuntyr pretty good on barbarians due to carnage CC.
spelltounge + aattuuk is a nice set of CC and damage, also attacks really fast. barbarian rouge or monk.
My character has 48 in interrupt and barely lets his opponent hit him and if I get surrounded I've hit force of anguish to kick them out of combat and prone for 10 seconds. It's awesome.
also they can stand in melee for a bit and not fall over, and 2 debuffing weapons with their carnage is pretty good too.
monks are really good too if you go just a bit tanky and rest in offense. They can use any weapons but their fists start to get really good early midgame. really high damage.
there are some tanky dual wield rogue builds too but i did not play one yet.
