TLDR it is *somewhat* possible to get them below 60 but for a realistic chance you'd need to go over 50 at least and into the 60s territory preferable.
and even then I've never gotten one yet.
Admittedly this is is how it is calculated:
The stronghold adventures are based on the stronghold's prestige value. The game generates two random numbers between 1 and 50, then adds them to your prestige.
The adventure you're assigned is then based on this number:
1-25 No Adventure
26-50 Minor Adventure
51-75 Average Adventure
76-100 Major Adventure
101-125 Grand Adventure
125+ Legendary Adventure
It is actually harder (or rarer) to get minor adventures if you upgrade the stronghold too fast.
So all in all you have 200 or so chances at rolling for an adventure and a lot of them will be adventure completition events.
So I'd say you roll about 40 adventures if you are super meticulous about it so you have a maximum of 40 chances to get a legendary.
No dice ever starts with 2.
Probability curves. doing a single roll to 100 gets you equal probability of all the possible results, while doing two rolls weights it towards the middle with the extreme high/low significantly less likely.
Much like when you roll two six sided dice, you are far and away vastly more likely to get a total of 7 from them than you are 2 or 12.
This is why the idea that you probably want over 60 prestige holds up: if you've got over 60 prestige, than the most likely combinations (which would be in the 40-60 range) will work in your favor.
