Long story cut short: various performance issues with the game are known, and for a very long time, but not everyone is affected (I've never had such a 15 secs delay, for example, but at most a bit of slowdown in the heat of a big battle). The cause of it has not been found, and therefore no fix has been made available. Not every high-end gaming rig guarantees perfect performance with PoE. It's likely related to Unity engine and how the game uses the engine to do tons of 2D animations/effects. The character creation screen is known to make fans spin up because of causing massive CPU/GPU load, although only a single 3D model is rendered.

sorry at the time i wasn't able to look it all up this is a newer computer only a few months old
for a game like this it shouldn't be performing as it is my pc can for sure run this ill have to look into drivers and see if that helps and report back later but everything should be up to date, id imagine heavier games that i play would be affected first but this is like unplayable right now
