Oh, I haven't stumbled across a spell creator yet, so I don't know if this will be a bummer for you. I personally do not care because there are a lot of cool spells already in the game.
I gotta say Tyranny's immersion felt better tho. But that's kinda the strong point of Tyranny. PoE's fights feel less repetitive. As stated by another user when I asked about PoE and Tyranny's combat style, "Tyranny combat is kinda repetitive because you're always fighting a human, a bane or a beastman/woman."
I think you'll enjoy PoE.
Tyranny has a great intro - that's one of the most unique, best introductions I've ever seen. And it's a interesting world and fun game. It came after Pillars of Eternity, so it improved on a lot of aspects, in particular the use of linked/hotkey text to describe unique phrases to the game world.
But Tyranny falls way short of Pillars in a lot of other areas.
For starters, Pillars is more of a classic D&D world, so there is a much wider variety of enemies to deal with, including boss encounters (dragons) that are formidable and present a difficult challenge that Tyranny lacked.
PoE has more classes (it's a classic D&D game in this respect). There are a lot more options for builds. PoE has 6 party members, as opposed to Tyranny's 4, so there's a wider array of party compositions you can use to tackle the content. It also means more companions, more stories, more side-quests.
But where PoE really shines over Tyranny is the combat. Tyranny does some nice things with combos, but PoE just has so much more going on with combat. The classes are quite varied and many of their abilities work together well (just not explicitely, like in Tyranny).
For instance, a Cipher has some really neat spells that require team-members to make work. One spell allows you to cast it on a companion and then a beam of light is drawn between the two dealing crush damage to all bodies in between. So while it's not a spell that is an explicit combo that only works with the PC, like in Tyranny, it's still a very team-based, combo-style spell that is wicked cool to use.
Beyond that PoE's combat is just deeper. The array of defenses, resists, buffs and debuffs that can be used, along with various creatures that can be summoned from unique items, makes for a very compelling, complex and fun combat system.
I've played both games, and IMO Tyranny's combat just gets a little boring and repetitive after a while. And the lack of diverse enemies doesn't help it. But PoE has so many different classes and spells/abilities that, when you couple it with the diverse enemy list, makes it way more fun for a lot longer. Much more interesting.
They're both good games. But PoE is the one I replay. I played Tyranny once and that was enough.
If you really liked Tyranny, good chance you'll love PoE.
