AoE is affected by the Intellect attribute.
Range of attacks with ranged weapons or spells is limited by design and for balancing reasons. Bow men would be too strong. Basically, even with the game default you can cast various area spells to hinder attackers from quickly getting closer, and meanwhile your ranged attackers pick them off.
In towns you don't need to move carefully. Unless you've made enemies and if you're moving through a town at night. Then be more careful. Party Scouting mode will be enough.
Unfortunately I am already aware of this. Also SLOW PLUS SCOUTING beats the purpose of this thread, nd makes it much worse. These ideas don't really solve the issues I have brought up. They are part of the problem or off topic.

Yes . Lesser evil this is exactly what I do in dungeons. Fast+Scout. (Which also help finding traps and secrets).
But I still don't like the super short sightedness of your party... It's really a huge step back from games like BG and makes everything more slow, distracting and complicated than it should be..
Range of party vision and detection should be much higher. Spells and ranged weapons also.
And fog of War less tight
In PoE, you adjust your party formation to put your mechanic at the front, and then you can scout ahead efficiently. With regard to being detected, you can rely on the indicator shown on your character's circle. As soon as it starts filling yellow, be careful, and possibly increase the distance again.
This is not your average RTS with Combat pause game. It doesn't use many of the other standard ruiles like potions, player stats and combat .. I have sowething like 500 hrs and I am just now starting to understand the game. Like many players you want a game to play in a certain defined way. The only thing to do if a game doesn't play the way you want it to play is:
