You may need to check shops other than Steam for higher discounts. Or wait for the release of PoE 2 and see what that may change.
I receive a newsletter and since yesterday in GOG there is a 25 % discount in Definitive Edition.

Or have you never noticed how Paradox prices? Pretty recurring pricing among all the games they publish. Anyways I wasn' tbeing agressive so hopefully nobody gets defensive. It is just another reason why with Paradox anything it is better to wait for complete package than to say buy a base game in advance.
Though I don't think I need to worry about PoE2. First of all they actually are regionally pricing the game here. Secondly I think after 3 years the DLC for PoE2 will rech over 40%.

The base game on steam lowest point was 17.99$ Outside of steam on the GameStore (win/mac) it hit 8.99. In 2017. I mean finally not tooo bad since it released in 2015. For voer two years cheapest even out of steam it was 13. So at the end of 2017 it hit 70%.
The lowest the DLC has ever been is 56%, while other 50% (this one not even on steam). Near the end of 2017. On a site that I can't buy from blargh! You do not even know what I have to go through sometimes to just buy a game.
Yet steam is still the cheaper option for me based off where I live. I am so close to buying PoE2 as its base starting price is really affordable here. Don't have to wait for monthly handouts.
Every game that has the publisher Paradox here in my country, the pricing and discounts are reflective. Discounts I can wait for, but not when they go back up or the base price is way to high to begin with.
I should be happy that PoE1 isn't flooded with DLC like other games in their set.

Also steamdb is nice but they don't actually have the lowest record for the base game. Pretty sure it hit below 15 bucks on a few sites as I noticed on isthereanydeal.
