Clandestine Cargo (bug, cannot get in water)

I cannot get into the shallow water at the docks of Gift. I got there before and fought some guys, but now I cannot get back into the water to finish this quest.

Update, I just completed At All Costs and started Child of Five Suns and now I can get into the water.

IIRC you can only access that area at certain times of the day (high tide v. low tide hours).

EDIT: With that area only being accessible at low tide, in case that was not clear.

Makes sense and I thought that might be the case. However, there didn't appear to be a way to discern that in the game.

Uh? The water level rises and falls noticably. And at least one nearby fisher gives a hint.
