quest broken /heritage hill

Was wondering if the tower quest was broken. I can't get into the tower no matter what I try.
I finished the quest for Wyla to find the lost squad. Rescued Saeda.
Exhausted every conversation option with Icantha.
Still no tower entry. ( A big stone door that defies every attempt to open it )

Do I need to be a certain point along the main quest line before this will open?

Every post and walkthrough I've read doesn't mention any special requirements to open the tower.

You do or don't have the quest to check out the tower and can't enter?

You need to receive the task to look for the tower from the cultists in the severs when you inflitrate their meeting and then talk to some of the guards walking aorund the city if they knew of a similar location. The guard will then point you to the tower in heritage hill after what the entrence to it will become available to you.

That is how it went as far as I remember. I actually had a very similar problem when I tried it and then looked back into the quest text and there was something like *maybe I should ask some guard about it* written there.
