What does the supplicant want?

I had a supplicant show up at the Keep, but when I try to talk to him he just has a text bubble over his head saying he has something important to discuss. What does this guy want?

What did the stronghold menu tell about him? What options did you have there? There are various types of visitors/guests, and some you cannot talk to. They only give pos/neg bonuses to Prestige/Security, and you may send someone as escort.

All it said was "escort" or "pay off". Failing to do anything results in some penalties. Doing it doesn't seem to do anything (I tried both).

So this isn't a bug. Okay. When someone says that they need to speak with me I assume that they are ABLE to do so. Guess not.

Are you sure it didn't change anything? Your companion would escort them out of the stronghold, which is the cheaper way to get rid of them.

I tried both. Paying cost money, but aside from the monitary loss nothing changed. Had I done nothing I would have gotten two different penalties, prestige and rep.

That's the whole point of either paying them off or escorting them out of the stronghold.

With some visitors, yes. Other visitors are merchants or ask for aid and other stuff:

Got it, thanks. I had gotten other vistitors and other events, but all of them gave me something, and whenever someone wanted to talk to me they actually had some dialog aside from the text bubble announcing they wanted to be heard.
