The Attack stat (while i haven't tested it fully yet) works much like the defense stat, increasing the base damage and knockback by a moderate percentage difference. Yes it is weapon dependant because the weapons provide the base damage and knockback for which the stats act on.
The Movespeed stat has a modest impact, not only with run speed, but with air manuverablity and even how high your recoveries take you.
Overall, stats are more like accents to a character rather than ultimate definitions.
When it comes down to it... pick who looks cool or what movesets you like. Don't worry about the stats till you get to a point where you fully understand everything.
