What exactly is the difference between characters other than weapons?
I would have expected them to play differently but they all feel so similar, it's like they are just reskins with a mixture of two weapons.

The difference like between Lucien and Queen Kai, check out it by yourself, the difference is huge.

"Go get a better game called Rivals of Aether on steam. At least in that game they make each character unique and put creative moves over there. Trust me trust me this game isn't worth your time. Plus this game is really slow paced."

And its clunky, has worse appearance and less balance.

It's your opinion i guess. A lot of people seem to like the game as it's doing quite well for a small relatively unknown title.

As far as the characters go for both NoSond AND the OP... I believe I've been like a broken record on this but I'll do it again for good measure... and use rivals as A comparison.

When you look at brawlhalla the idea of "Characters" is a bit deceiving. While the Legends are the actual characters they function more like a "team of characters" ... when compared to other fighting games the real idea of "characters" lies in the weapons. This is where the move sets vary. This is where the differences reside. Right now there are currently 7 weapons/characters (katar, sword, spear, axe, guns, lance, hammer) with one more on the way (bow). This can be looked at as the game having 7 different "characters" for the game. Funny enough. RIVALS OF AETHER ONLY HAS 6 OR 7 CHARACTERS. So they're actually on even footing when it comes to unique movesets. HMMMMMMM... funny how that works out.

Now... back to Legends. As said before... they are more like a team of characters (weapons in this game). Similar to MvC and other games that have a multiple character team setup. The thing that this adds though is the stats and signatures.

Stats are minor variations... for a quick rundown... Force (sword) modifies damage slightly and effects how hard you launch someone. Dexterity (sword with movement arch) is about how quickly you come out of moves and various other things revolving around that (not fully up to date on all it covers atm). Armor (shield) is kinda like the anti force. It modifies damage taken slightly and modifies how quickly you can recover from launches. Lastly is movement speed... this is essentially what you think it is.
The stats change up how the team works in those areas. You'll never notice them initially... but when you start getting comfortable with the game you'll start to notice them quite significantly. As Magmabob stated

Signatures are the other defining point with legends. It modifies the moveset of the weapons/characters with 3 special moves adding just a bit more variability to the movesets. Imagine this as character stances in some games where it slightly alters the kit ... a good recent example is MKX.

So when it comes to variation it's a bit confusing as it's multitiered and the basic "idea" of characters isn't right in front of you. I'd almost prefer if the community started talking more about best "katar" player as apposed to best "Lucien" player. In the end though that would be detrimental as well as you should really use everything your team provides you with.

TL:DR?

Think of the weapons as the "characters" (same amount currently as RoE)
Think of Legends as "character teams" like in games like MvC
Think of Signatures as "stances" from MKX that modify the character moveset.
Suddenly the hidden depth comes out.
