Question about Legends pack + offline mode

I know I have asked the question about offline mode before, but I'm curious as to how purchases in the store and offline (no internet) work.

I just barely got into the game, and it is very fun, I regret not playing earlier xD
I'm thinking of buying the legends pack that unlocks current champs and future ones too. So if I buy the pack and I play in offline (no internet) mode, will all the characters be unlocked? Also as future champs come out they will be playable offline as well?

Also, if I buy skins (online), will they be available to use offline as well or is it online exclusive only?

Normally I would just buy the pack and test this out myself, but I realized you can't refund dlc :(
So I figured I would ask first.

I don't see why you need cnfirmation, you've probably played the game for a while so u must ave some gold - buy a legend who isnt on rotation then go offline and play him/her in singleplayer/couch party.
P.S. All legends are unlocked in training mode
