You can go into training mode and turn on damage in settings to see those dodge frames, as well as recovery and damage values.
i didn't quite understand how to tell after turning on damage, but i tried to turn on stun and when i try a combo it shows how many dodge frames, does that mean it has to be 0 dodge frame to be a true combo?
If you see a number pop up showing dodge frames, that means it's dodgeable. If there are zero dodge frames, it's a true combo.
Also consider the number of frames that inputs can be buffered. A single dodge frame can consistently be dodged if you're aware of the timing of the string.
Further, not everything with "0 dodge window" is actually undodgeable. While the active frames of the dodge has 2 start up (which is what the dodge window takes into consideration), movement of that dodge starts immediately. If that movement is enough to avoid the first two frames of the hitbox, it can still be dodged even if it has no apparent "dodge window"

i made the cpu in training mode dodge a standard dodge after a hit, it couldn't dodge a 2 frame of dodge window.
