Who's better: Wu Shang or Val?

i'm kinda leaning towards Val but idk

If Boomie's tier list has and value, they are both in the same tier but Val is slightly better.
But this doesn't matter at all, play whoever you like more. I know this sounds cheesy bu that's how it is. The gap between them is too small to make a difference and besides that, even a low tier legend can be viable (eg. Pugsy who mains the worst legend)

Did you just say tier lists are entirely subjective and not universal truth at all and also that any legend's viability is 100% dependant on the skill level of the people playing them? Is that actual common sense being put into use in the BL community I'm seeing, or am I hallucinating?
