Performance issues with Brawlhalla [Fixed]
My laptop has the following specs:
Geforce GTX 1050 Ti
Drivers: 436.30
i7-7700HQ CPU @ 2.80GHz
16.00GB of RAM
Resolution: 1920 x 1080 (Separate monitor)
OS: Winodws 10

I have tried it all:
1. Removing bloatware
2. Watching YouTube Tutorials
3. Looking on Reddit and other forums
4. Setting the "Steam launch Settings" to -high
5. Changing the brawlhalla.exe settings in the Nvidea control panel so it is PERFORMANCE oriented
6. Tried setting the brawlhalla.exe to be high priority in the Task Manager
7. Made sure no other app, that was safe to turn off, was running on my computers background (Discord, Chrome, Explorer, Edge, etc)
8. Playing Brawl In windowed or fullscreen
9. Enable/disabled Steam Overlay
10. Custom power saving settings geared towards performance over batter-life (Both in the Dell Insperion Application GUI for my battery, and in the Windows power options.

None of these ever helped me get 60 frames locked, in a game that literally requires a toenail to chip at it and run good.

I have read online that my laptop (or gaming laptops in general) may under-clock to conserve battery life, but my laptop is plugged into the wall 100% of the time. The forum also said it may be due to the fact that Brawl is more CPU intensive, and causes the GPU to just fall asleep? - Which I find thrillingly hilarious and somewhat upsetting.

The current performance i get is 54-58. Something i wouldn't be complaining about if i were playing like, i dunno, Fallout 4 modded to hell with 4K graphics and an ENB - but this is brawlhalla we're talking about - I wanna actually play this game and not worry about the lag i already feel with my dell keyboard alone!

Please help, what other things would you suggest i do to keep Brawl at 60?
(I would like to avoid downloading third party software like Razor Vortex however)

[UPDATE]:

The issue is thermal throttling:

After watching this video it fixed basically everything!

I thought maxing performance would help solve most of my issues but it left my CPU and GPU working too hard for games it shoudln't be struggling in, all due to the heat it takes to be performing so high. So i under clocked and did a few power management changes to achieve 60 locked!
