Also I didn't mean a magic book (as Rayman using a magic book makes no sense, he's no wizard, he just got magic powers granted to him by fairies), just magic by itself, albeit I imagine it wouldn't be easy to implement it because having Magic without having a throwable weapon attached with it would be weird.
Maybe they could make the Legends's wear "magic glowing gloves" that are "covered in magic aura" (?).
It'd be a tad bit weird honestly, so I'd say just having Rayman be Gauntlets-Axe sounds the most reasonable thing they could do.
Also I hope they don't repeat weapons, the Legends already feel similar to one another, having some that have the same weapon combination would just make the problem worse...
Of course it won't be as exciting for people who dodn't know or like him and he'll be "just a weird crossover dude" for them, but at least his fan will likely be very happy to play as him in Brawlhalla (at least if he's not in Smash he's in this other game, LOL).
