How to add friend in game ?

how can i add friend in game but i just only know the name because i just played with him in a random rank game ? is it possible ?

Press v at the end of a match and you will see some options pop up on the other player(s), one of which is adding them on Steam.

Nope. Since you are still a limited user. Though he can add you if his account is not limited.
Otherwise try to join the same clan or your friends clan.

so if i not a limited user anymore , can i add him ? but i only know his name ?

Yes of course. You'll have to add him on steam by searching his name, or like stellurion mentioned.
