Because Bodvar is the main Legend of the game. He's the star of the show! That guy kicked the doors of Valhalla after they didn't want to let him enter, guess why? Because he never lost a battle and they thought he coudn't lose! Yes! He's THAT cool! And THAT's why he should be the icon of the game!

OK, I'm serious now. He's the main Legend, the first one in the Legend select screen, has pretty well-rounded stars and a good weapon combination; that's why he's so iconic and they use his head for the game's icon. It's just like they use Mario for the covers of Super Mario's sportive spin-offs, because he's the main character and the star of the game.

There are more cooler legends than bodvar

Sorry I do not understand how he's the star of the game. I know he's the first legend but no one sees him as the "mario" of the game. It is not as important as koji.
