In the original there is a dialog with a person in the library (iirc) that Niko doesn't like it when people call them a cat since they don't eat mice.

A "normal" person, with big yellow kitty cat eyes, whiskers, and probably kitty cat ears (shape of the hat) and paws (not confirmed, hidden under zir sleeves).

Niko is definitely a person.

Possibly from a planet/alternate reality where more feline genetics made it into the dominant intelligent species.

Sort of how we would get a bit miffed if I asked "are you a monkey?" simply because we evolved from that.

Of course, this is the product of thinking about things like this too much .... rule of cute is the more likely answer here.
