I think they do some sneaky thing to make it look like an update so it can stay on sale in the store, its ♥♥♥♥♥♥♥♥. Cant believe Steam lets them get away with it.

I will say though, I think steam will naturally update tags and other meta data every once in a while, and I think that "counts" as an update
