Could be they are using performance DLSS. Isnt it 30 fps at 1080p native?
The minimum spec is an i3-8100 with 4 cores and 4 threads for 30 fps. And the recommended spec is a ryzen 5600 for 60 fps with a small difference in the GPU.
So when you see min specs, take it with a huge grain of salt and expect the performance to be dog water. Absolute dog water if you try to test those boundaries.

I tested it on a 2080 ti, 4070 ti super, 4080 and 4090
4070 TI super and above no difference.
Below you tweak DLSS
min 2080 ti 1080 high (not ultra for base 100 and 60) or 1400p reduced 50
3080 1440p 60/100 but will push
4060 1440p ultra dlss 60/100 is good spot
4070 TI + 4k dlss 100 or 100/60 seat spot
4070 TI SUper. 4080, 4090 Full out. vrr 120
However I tested on VRR. Vsnch seems to hinder it. and my tv also does not like vsnc on and needs vrr.
