Any players who joined Chaos Heroes Online before Steam should have received a code by email. Now, it is possible that you used a fake email address to register - in which case do not panic!

Simply send us a ticket at http://www.aeriagames.com/contact explaining that you did not receive your code and with your in-game name, we will check if your account was created pre-Steam and send you the skin manually.
