I had the same issue. Try right clicking Grey Goo in your library, going to "properties", and setting "launch options" to -dxlevel 98. You may need to adjust this, but I don't think so. You can find some more info on setting dxlevel / directX options here:

Starting up the game up on ClientlauncherG as Adminstrator in the Goo folder worked for me.
So just go to the grey goo install dir and launch ClientlauncherG.exe. :)

I have tried all of the options above and cannot launch the game, literally just purchased the game and can't get it to launch, I am well above the needs of the game to be played for starters

This game has always had startup issues. I bought and returned because of the issues a long time ago. The developer does not even acknowledge any issue, instead they will just reply in a generic manner. The game also has crashing issues that have never been fixed. I would like to re-buy the game, but it seems like all these issues are still issues.

Try going to the grey goo install dir and launching GooG.exe as admin!
