Yes, I'd like to mod too for grey goo, but it's their game, not yours. They decide what you can do with it, not you. You bought a license to play the game, you didn't buy the game itself. If in that license modding was not included, it wasn't. Expecting there would without them explicitly saying so is just wrong. Maybe they head in the same direction as EA, but that's their business problem, not yours.
But anyway, we're getting off-topic here. Fact is they don't allow it, whether this is good or bad is up to them.
Generally I agree with you: Modding allows for so much more and longer lasting fun than getting it as is, but we can't change that.
Custom units, custom skins for units and structures, and other modding aspects might be possible but I think it would involve "building the whole game with modified files" via the runassestprocess.bat in the Editor Files. It would be cool to have those options. There was mention of considering implementing a "microwars" option (customizable battle scenario game option), no real idea about progress or if even being developed.
Be more specific with the request for mods: what do you want to be able to do?
The modeling for the Terrain Editor requires a 3dsMax plugin, is it possible to get a plugin for Blender?
