Ordanance does not take up cargo space. It's just an ammo count.
Besides, even if you have NOTHING that uses ammo (such as Flak secondary and all ammo free turrets), you will still be told ordanance is full.
It will says "Ordanance full" even if you have not a single thing that uses ammo equipped or in your inventory.
You can't sell Ordanance either. You can sell your entire weapon, but not just the ammo inside it. You can only buy ammo or pick up ammo.
Ordanance Crates are just ammo refill items. not something you can sell. If you can't pick up an ordanance crate, that is good because it means your ammo is full/you don't need ammo in the first place.
Now, "Munitions" on the other hand. Munitions IS Cargo, not ammo for ship weaponry, despite what it sounds like. You can't fill your weapons with munitions.
