So anyone get nutrual with the red devils then suddenly go hostile again?

This happed to me in my gog version of the game just wanted to know if its random or a bug.

I finished a mission to kill a pirate gang for them to get 20+ rep but then lost around 100.

Thought might have been from getting a bonus to military that made me friendly to them, will that reset the red devils to enemy?

When you hit a certain point with militia rep, it bounces your red devil rep back down, and vice versa.

A few people have managed to get themselves to a neutral standing with both, but I'm not sure how to go about that myself.

I found out that in the second system from the Oceana one that starts with a V there are missions that give you Red devil missions with a 40+ rep thats how im resting it back not sure if the patch changed that.
Also i do the Nacr-cola runs to drop my military rating and boosting me red devil rating.

It shouldn't happen easily - The game only changes your reputation every 50 points to avoid the very scenario you're talking about.

However - The Militia and the Reds have this relationship logic where if you become friendly with one, the other flips. So that might ruin the mechanic a bit. Suffice to say - keep shooting up Militia when you can for a bit and it should stop happening. :)
