Report a translation problem
Right click on Rebel Galaxy in your library, choose Properties->Local Files and then Verify Integrity of Game Cache.
Browse to your steam folder, then into steamapps/common/rebelgalaxy
See if you can run the launcher.exe directly. It sounds like it's not even getting to the point of running anything.

SOLUTION
Ladies and gentlemen,
The entire Windows Live Essentials package, including Windows Movie Maker, can run in Windows 10. And not only that, but the entire reason for this problem is because Microsoft did not include the full Microsoft Visual Studio C++ 2012 Runtime libraries in Microsoft Windows 10.

And, more to the point:
Download Visual C++ Redistributable for Visual Studio 2012 Update 4 from Official Microsoft Download Center
Upon installing these libraries (install both 64-bit and 32-bit if you are on 64-bit Windows), your problems are relatively solved. No restart is required and Windows Movie Maker, as well as so many other applications, will work fine in Windows 10.

What does fix this for a 64-bit OS? Install the x86 Redistributable pack instead of the x64.

First, give your self admin privileges
Second, exit out of all unnecessary programs, including your web browsers (yes, this one too). And Steam for good measure. They interfere with msvcp110.dll being replaced. Copy paste necessary directions into a notepad.

Click “Start”, type "services.msc" (without quotation marks) in the Search bar and press Enter.
Note: If UAC (User Account Control) window is prompted for permission to continue, please click “Continue”.
Double click “Volume Shadow Copy Service” and switch to “General” tab.
Change the “Startup type” to “Automatic” and click “Apply”.
Click “Start” and click “OK”.

Method 3: Download Visual C++ Redistributable
Download Visual C++ Redistributable for Visual Studio from the Official Microsoft website. Install it once download. This step will replace the old corrupted msvcp110.dll file in most cases."
Doing just the downloading of Vis C++ didn't work for me. The missing part appears to be turning on Volume Shadow Copy Services and making it startup automatically.
