Where do we get the Blackgate Dreadnought, or when?

I noticed I had one at a Military base after about 22 hours into the game doing missions for the military, Currrenty that ship beats everything if its fitted with the right weapons for the 20 lasers and everything is maxed out to MX6's. I have come close to being vaporized, but changing sides always helps if you're doing fighting sitting still or rotating around to a fresh sheild so the other one can be repaired. Currently I am not doing the story, but just jumping to each sector to do missions, with over 200 hours of gametime, and around 40,000,000 credits, I am having no problem with fighting with this ship.

Are there specific requirements for buying the Blackgate? Or do I just need to be of a certain level of rep and at a certain point in the story?

It should be buyable at 3 systems from the starting system. I don't know if its buyable from red devil stations but you can buy it from citizenry stations.

So only available in systems above difficulty 35 (not 1st and 2nd systems), and available at Human Neutral (citizenry), Outsiders, and Pirate stations.

Any system that sells Tier 6 Equipemnt I think T5 will have the Blackgate for sale. Not always on every station. Your limited only by your money to get it.

Best load out for a Blackgate is a mix of weapons like 4 Flack some few lasers and long range gun. and laser braods side with homing secondary. Remember placement of weapons is everything. And a good broad side will kill everything.
