For example, you would think a pirate base would let you sell the good there, but unless RNG agrees, you can't...
It is still totally random and makes little sense.
Clearly you don't know piracy. Contrary to what you might believe, pirates are generally MORE democratic than their civilized counterparts (ie. The british royal navy, where totalitarian hierarchy is strictly enforced and where "fraternizing across ranks" is considered a punishable offense) Most pirate groups ELECT their leaders, and has a say in most day-to-day operations, and generally respect each other's rights. (And even, in a limited capacity, but more than the established order, recognize women rights)
