after that, try selecting your own music files and listen for any differences with-in the game.
It's going to be a process of elimination, I'm afraid,... have you done a integrity test of the game files?
Other than this,.. You may have inadvertantly selected something within the launcher by accident,.. have you also tried the in game setting?

Open the launcher, locate custom music setting and check to see if you haven't muted Sounds,.. there are two muting options within the launcher and two more muting option with in the system menu.
System Menu = When in game, click Escape and then you'll see a menu at the top,.. find System and see if you have changed any of the sound levels or Muted any of them.
The ships at rest aren't really that loud, but with music off, you should be able to hear the engines, however, while moving, they are noticeable.

Not a problem and I know how you feel, my eardrum chirps like a bird and when it does so, I can feel the drum flutter and it's like silence has a Frequency of its own, these days. (Tinnitus),... Dam Headphones and Bass bins, I now have a Love, Hate Relationship these days with them.
Maybe try turning the music volume down a little so you can then ear the engines.
