Metal tools vs Primitive
I'm having a hard time finding a benefit to tools made of metal over the primitive ones. So far, the only thing I can find is that they make better militia weapons. They tend to break down faster - I've replaced many iron picks and shovels, but I can't remember ever needing to replace a primitive tool. That, and different factors go into the quality level of the tool.

Is there any real advantage to the metal tools that makes them worth the resources and effort?

They work faster, my metal pick takes half the time of my primitive one to do mine cycle, same with shovel etc. Also they are harder to break. You need to get your skills up, its about quality, and if your forging and smelting are not that great you will make stuff that is poor quality.

Plus they are lighter, not sure why, but get less exhausted sprinting with quality tools on me, and to make glue you need a real cooking pot, not the primitive one. Oh and for miltia weapons you can rock a pitchfork for that more miltia feel, I am making some cloth armor today since I still can't make leather and getting some pitch forks ordered from my server smith to start training future pikemen. Sadly a pike man needs zero leather even with max equipment, only class that doesn't need leather at all.
