I agree this seems like something fundamental, which it is. But I can also see why this is more complicated than simply extend the deconstruct command to all items. Because if people can deconstruct items, even ones that they claimed ownership over, this leaves open a lot of options for griefing. A disgruntled guild member can deconstruct your entire castle on the way out to your competitor while you are out of the game and there is nothing you can do...
They could always make it so you can only deconstruct things you own, or are given permission to deconstruct. Or a toggle that allows you to do accelerated damage against your own things on claimed land. In the end you'll still have to trust humans not to be petty, just play with good people.
What you suggest sounds reasonable: a player who isn't in a guild should be able to deconstruct items outside of a claimed area if they own them. And in all other cases it should be left up to the guild holding the land who is trusted with the privilege to manage which items are to be destroyed.
