Adjusting the TreeAgingSpeed setting in cm_forest_maintenance.xml is the only reliable way to speed up growing trees, and it definitely works. Set it to 3 for example.
Also, since the 1.3.4.5 update released on September, 29, trees that are planted by players will now grow faster, as explained in the changelog.

As explained in the link above, weather types taken into account are : Cloudy, Shower and Snowy. During Fair days (sunny days), trees don't grow. You can see the weather calendar here :
